Divya Delhi : The All India Car Dealers Association (AICDA) has urged the Punjab Government to reconsider its recently implemented Vehicle Registration Certificate (RC) Transfer Policy, stating that the new system is creating unnecessary complications for vehicle buyers, sellers, dealers, and financial institutions. Addressing a press conference, AICDA National President J.S. Nayol called for the reinstatement of the previous RC transfer policy. He stated that under the new system, the Registration Certificate has to be issued in three separate stages, resulting in repeated documentation, multiple fee payments, and a significantly more time-consuming transfer process. According to Nayol , the revised procedure could extend the RC transfer timeline to more than six months, causing inconvenience to customers and adversely affecting automobile trade across the state. He also expressed concern over the response of banks and financial institutions, noting that many lenders are hesitant to finance vehicles due to uncertainties associated with the new RC transfer process. He emphasized that nearly 80% of both new and pre-owned vehicles are financed, making a smooth and timely RC transfer system essential for the growth and stability of the automobile industry. Highlighting the financial implications, Nayol said the policy would also place an unnecessary administrative burden on the Punjab Government. Since the new process requires authorities to issue Registration Certificates and smart cards three times for a single vehicle transfer, it would increase operational costs and workload without delivering any significant public benefit. Appealing to the Punjab Government, Nayol urged the authorities to withdraw the revised policy and restore the previous RC transfer system in the interest of consumers, automobile dealers, financial institutions, and the overall automotive sector.
